Terms and Conditions for Small Game Hunting 2026-2027

Remember valid hunting permit. Annual permit holders must activate their hunting permit before the hunt begins for it to be valid. Hunting can only be activated for a maximum of five days at a time. No later than 14 days after the hunt is completed, all hunters must report game to be able to purchase a new hunting card or activate their annual hunting permit again.

General conditions for small game hunting

1. During the 2026/2027 hunting year, rights are granted for small game hunting and hunting training with dogs on land that is at the immediate disposal of the state above the limit of cultivation in Norrbotten County with effect from 25 August 2026, during times and under conditions that are otherwise applicable in accordance with Swedish hunting legislation, but with the following specifications and exceptions.

2. Small game hunting periods:

• 25 August–15 September 2026: Hunting only permitted for permanent residents in Sweden.
• 16 September 2026–30 June 2027: Hunting is permitted for anyone with a hunting permit.

3. Everyone who takes part in the hunt must have a valid hunting area permit and a state hunting licence available from the Swedish Environmental Protection Agency’s website. This also applies to dog handlers, for example, even if weapons are not carried. If you are under 18 and do not have a firearms licence, you do not need to obtain a state hunting licence. This means that anyone over the age of 18 who actively takes part in the hunt must have obtained a state hunting licence and must have a valid hunting area permit from the County Administrative Board.

4. Daily hunting area permits can be obtained for SEK 275 per day in Norrbotten County. The daily permit gives the right to hunt during an active hunting day within the selected hunting area. Daily hunting area permits may be obtained a maximum of five days in advance and for a maximum of five consecutive days.

5. Permanent residents in a mountain municipality may obtain a municipal annual hunting area permit for hunting small game and hunting training with dogs within their own municipality for a fee of SEK 800 in Norrbotten County. Permanent residents in Norrbotten County may obtain a county annual hunting area permit for small game and hunting training with dogs within their own county for a fee of SEK 1,500.
The holder of an annual hunting area permit must – via the point of sale or the online application – notify the area within which the hunting or hunting training with dogs will take place in order to have the right to hunt or to carry out hunting training (activation of the annual permit). Annual permits may be activated a maximum of five days in advance and for a maximum of five consecutive days.

6. Special dog training permits can be obtained for a fee of SEK 100 per day. A dog training permit gives the right to carry out hunting training with dogs within the selected hunting area from 16 August to 30 April annually. Only two dogs per permit holder may be loose at the same time.

7. For organised training, testing and competition activities with more than ten teams, special group dog training permits can be obtained for SEK 1,000 per day.
For all dog training, testing and competition activities that are arranged in an organised form, approval from the relevant Sámi village is required before the activity can be carried out. The County Administrative Board must be informed if, when and where the activity will take place.

8. The hunting area permit is personal, and cannot be transferred to another person. When purchased through a physical retailer, the hunting area permit must be signed by the holder in order to be valid. Sold hunting area permits are non-refundable.

9. Annual hunting area permit holders may carry out trapping in accordance with the Swedish Environmental Protection Agency’s regulations and general advice on the use of trapping equipment (NFS 2018:3).
In addition to what is stated in NFS 2018:3, traps must also be marked with the hunter’s permit number. Hunting days must be activated for those days when the trap is set, checked and taken home. However, snaring is not permitted.

10. Game reports must be registered before a new permit can be issued. However, this must be done no later than two weeks after the end of the active hunt. Game reports must be completed even if no game has been taken.

11. Hunting must be carried out in such a way that significant inconvenience does not arise for the reindeer husbandry. Examples of areas where significant inconvenience may arise are where the gathering, separation and slaughter of reindeer takes place during the autumn and sensitive sections of migration routes. The hunting right does not apply within 500 m of a gathering of at least 25 reindeer within an area of 100x100 meters or less. It is the hunter's responsibility to inform themselves about where the risk of disturbance to reindeer husbandry may occur and to refrain from hunting in such areas. The hunter should be observant to the possibility of disturbances occurring throughout the hunting area.

12. The hunting right does not apply within 1,000 meters of:

• a working enclosure for reindeer husbandry or a slaughterhouse during the time when the facility is in use
• an area where reindeer are gathered, moved or driven
• a fenced area for sheep or other grazing animals during the time when the animals are in the area
• a permanent residence, reindeer herder's cabin or holiday home.

The hunting right may only be exercised close to a residence if this is only used by the permit holder's own household and near a single building. However, the hunting right near a single building may not be exercised if someone is staying in or near the building. It is also the responsibility of the hunter to find out where buildings are located and to avoid hunting around buildings according to the above conditions.

13. The County Administrative Board only permits hunting for small game. Hunting refers to the game covered by the Hunting Ordinance (1987:905) Appendix 1, except for deer, roe deer, wild boar and ducks. Game that is classified as alien game species and covered by the Hunting Ordinance Appendix 4, paragraph 1 may be hunted.

The hunting permit does not apply to:

• trapping (special terms and conditions apply in the County of Norrbotten for trapping ptarmigan).
• the training of pointing and flushing gun dogs after 30 April.
• more than eight ptarmigan and three grouse (black grouse and capercaillie species) per hunting day.

14. Dogs that pursue reindeer may not be used during hunting. Dogs must be kept under immediate supervision when transporting across land that is not permitted.
In addition to the provisions of Section 93 of the Reindeer Husbandry Act (1971:437), the following applies when using dogs for hunting:

• pointing and flushing dogs may be used for hunting birds.
• all appropriate types of gun dog may be used for hunting in areas of coniferous forest.

15. Hunting for game to sell is not permitted.

16. When hunting ptarmigan in winter, only shotguns intended for cartridges in classes 3 and 4 may be used for safety reasons.

17. Land that is exempt from hunting, as well as any other local regulations, are shown on the map sent out with the hunting permit. It is the hunter's responsibility to inform themselves about the exact location of areas where hunting restrictions apply, and for safety reasons to consider that moose hunting may be in progress at the same area.

18. The County Administrative Board reserves the right to suspend hunting in a specific area to prevent disruption to reindeer husbandry and to limit the number of hunters in certain areas in order to manage hunting pressure with regard to good hunting and wildlife conservation, etc. Hunting within suspended areas is not permitted.
Suspensions may take place during the current hunting season, and are normally announced at least five days before the suspension comes into force. Suspensions may take place at short notice when there are impediments to granting rights in accordance with Section 3 of the Swedish Reindeer Husbandry Ordinance (1993:384). Those who have purchased hunting rights on such occasions will be refunded for issued permits. No other costs will be reimbursed.

Each hunter has a responsibility to inform themselves of the location of such areas where a suspension exists.

Once the daily and seasonal quotas for a hunting area have been reached, only municipal annual permit holders can continue to hunt and organised dog trials can be carried out. County annual permit holders are subject to the same suspensions as daily permit holders.

19. According to Section 94 of the Reindeer Husbandry Act (Swedish Code of Statutes -SFS 1971:437), people will be sentenced to fines if they, willfully or by negligence:

• block an established or otherwise applicable reindeer migration route or take measures on or next to a route that significantly impairs its accessibility.
• scare or in some other way worry reindeer that are in an area where reindeer husbandry is permitted at that time.
• force reindeer away from an area without authorization where reindeer husbandry is permitted at that time or prevent reindeer from grazing in such an area.

20. Overnight stays in the field should take place in accordance with the right of public access. The approval of the County Administrative Board is required for the use of hunting camps, defined as one or more tents with a bottom surface larger than 18 m2 in aggregate. The right to hunt may be lost if a hunting camp is used without the required permit. The hunting right may be lost if you use a hunting camp that does not have the required permit.

21. Young people under the age of 18 who hunt under supervision do not need their own hunting area permit. They hunt under the supervising hunter’s permit and bag limit.

22. Hunters must be able to prove their identity, produce a valid hunting permit, government hunting permit, firearms license and, when applicable, import documentation, and the catch killed at the request of a police officer, customs officer, staff from the County Administrative Board and also authorized gamekeeper.

23. The hunting permit may be immediately revoked in the event of non-compliance with the ‘General Terms and Conditions’ or on other reasonable grounds. The possibility of purchasing a new hunting permit may also be lost for up to five years.

Special conditions for hunting areas in Kiruna

Hunting areas K1a–K1d

Esrange rocket launch site. Within the Esrange rocket launch site, hunting is prohibited for daily hunting area permits during the period from 1 November to 30 June unless otherwise announced. Such announcements will be made in the local press.
With regard to reindeer husbandry, all hunting and dog training is prohibited in areas K1a and K1b during the period from 1 September to 20 September.

Hunting areas K2a–K2c

The Esrange rocket launch site constitutes part of these areas – see K1.

Hunting areas K4a and K4b

Hunting areas K5a–K5c

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire area K5b during the period from 5 September to 25 September.

Hunting area K6d

With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area K6d during the period from 13 September to 8 October.

Hunting areas K7a–K7h

The Esrange rocket launch site constitutes the entirety of these areas – see K1.

Hunting areas K8a and K8b

Hunting area K9c

With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area K9c during the period from 13 September to 8 October.

Hunting area K11c

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire area K11c during the period from 25 August to 15 September.

Hunting areas K12b and K12c

The Esrange rocket launch site constitutes part of these areas – see K1.
With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area K12b during the period from 25 August to 15 September.

Hunting area K13

This area constitutes the Alajaure Nature Reserve. Hunting is only permitted for fox, hare, mink and grouse.

Hunting areas K14a–K14c

The Esrange rocket launch site constitutes part of these areas – see K1.

Hunting area K15c

With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area K15c during the period from 25 August to 10 September.

Hunting area K16b

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire area K16b during the period from 1 September to 20 September.

Hunting area K17a

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire area K17a during the period from 1 September to 20 September.

Hunting areas K19a and K19b

With regard to reindeer husbandry, all hunting and dog training is prohibited in parts of areas K19a and K19b during the period from 25 August to 30 September.

Hunting area K20a

With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area K20a during the period from 25 August to 30 September.

Hunting area K21a

In the Pirttivuopio trial area, hunting and dog training are prohibited during the period from 25 August to 30 September, except in connection with dog trial activities.
With regard to reindeer husbandry, all hunting and dog training is prohibited in two adjacent areas, one of which covers the periods from 1 September to 20 September and from 4 October to 15 October. In the other area, hunting and dog training are prohibited during the period from 6 September to 20 September

Hunting area K22

There is a military firing range in this area. All small game hunting is suspended during shooting practice. Information can be found on notice boards on access roads.

Special conditions for hunting areas in Gällivare

Hunting areas G6a and G6b

This area is part of the Sjaunja Nature Reserve. Within the area, hunting is only permitted for hare, red fox, pine marten, mink, raccoon dog and bird species for which there is a general hunting season in accordance with the Swedish Hunting Ordinance, with the exception of ducks, geese and waders.

Hunting areas G7a and G7b

This area is part of the Sjaunja Nature Reserve – see G6.
With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area G7b during the period from 1 September to 20 September.

Hunting area G10b

In the Seukok trial area G10b, hunting and dog training are prohibited during the period from 25 August to 12 September, except in connection with dog trial activities.

Hunting areas G11a and G11b

This area is part of the Sjaunja Nature Reserve – see G6.

In the Saivotuottar trial area G11b, hunting and dog training are prohibited during the period from 25 August to 19 September, except in connection with dog trial activities.

Hunting areas G12a and G12b

This area is part of the Sjaunja Nature Reserve – see G6.

Hunting area J1a

With regard to reindeer husbandry, all hunting and dog training is prohibited in two sub-areas within area J1a during the periods from 25 August to 10 September and from 10 September to 20 September.

Hunting areas J2a and J2b

With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area J2a during the period from 10 September to 20 September.
With regard to reindeer husbandry, all hunting and dog training is prohibited in part of area J2b during the period from 25 August to 10 September.

Hunting area J11b

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire area J11b during the period from 10 September to 20 September.

Hunting areas A3b and A3c

With regard to reindeer husbandry, all hunting and dog training is prohibited in parts of areas A3b and A3c during the period from 4 September to 18 September.

Hunting areas A4c and A4e

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire areas A4c and A4e during the period from 4 September to 18 September.

Hunting area A7b

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire area A7b during the period from 25 August to 10 September.

Hunting area A12b

With regard to reindeer husbandry, all hunting and dog training is prohibited in the entire area A12b during the period from 25 August to 10 September.

Hunting areas A16a and A16b

These areas constitute the Tjålmejaur bird protection area. Hunting for birds is prohibited, but hunting for hazel grouse, capercaillie, black grouse or grouse is allowed during the period when hunting for such birds is permitted.
With regard to reindeer husbandry, all hunting and dog training is prohibited in parts of areas A16a and A16b during the period from 1 September to 15 September.

Hunting areas A17a–A17c

With regard to reindeer husbandry, all hunting and dog training is prohibited in parts of areas A17a–A17c during the period from 1 September to 15 September.
