Security companies
Security companies need to apply for authorisation of their company and approval of their staff. Security guards need special approval. All these applications are processed by the County Administrative Board.
A security company may be responsible, among other things, for the surveillance of real estate, premises, certain activities, public events, the transport of cash or an individual. In order to carry out surveillance activities subject to authorisation, the company itself must be authorised. In addition, all staff need to be approved by the County Administrative Board. Special approval is required for security guards.

Approval of staff
All staff must be approved by the County Administrative Board before being allowed to work with a security company. This also applies to staff who are not guards. The security company applies for approval of its staff.
The County Administrative Board assesses staff with regard to compliance with the law, civic reliability and suitability in other respects. Where relevant, we check information in the criminal record or the suspect register and send the case for referral to the Swedish Security Police.
The County Administrative Board also approves dogs to be used in the company’s surveillance activities.
Staff authorisation fee
The fee for the application for approval of staff is SEK 870. The application will not be processed until the fee has been paid.
Authorisation of security companies
Security companies need to be authorised in order to carry out surveillance activities. Authorisation is subject to the condition that the activity will be carried out in a professional and prudent manner and in accordance with good practice in the sector. The business must not have an inappropriate aim.
When assessing an application, it is important that the company is able to report on the appropriate organisation and planning of its activities. You must be authorised before commencing surveillance activities. It is therefore not permitted to start surveillance activities while the application is still being examined by the County Administrative Board.
Authorisation fee
The fee for the application for authorisation is SEK 4 600. The application will not be processed until the fee has been paid.
What happens after I have sent my application?
- Your application will be registered and assigned a case number.
- The County Administrative Board will process your application. You will have to pay the fee before processing can begin.
- The case is sent to the Swedish Police Authority for a referral.
- We will reach a decision regarding your application.
- We will send you the decision.
- If we send you a service receipt, you must sign this once you receive notification of the decision. Then return the receipt to us as soon as possible.
If you disagree with the decision, you can appeal against it within 3 weeks from the date you were notified of the decision. Each decision is accompanied by an instruction on how to appeal against the decision.

Security guard
A security guard is a person who protects a protected premises and who is not a police officer.
Security guards must be approved by the County Administrative Board in the county in which they are registered. Authorisation as a security guard is valid for a fixed period of time. This only applies to a specific employer or contracting authority or to an object of special protection. The application for approval is made by the employer or the contracting authority.
