Business licences and permits
As a business owner, you need permission from the County Administrative Board to carry out certain activities.
Security companies
All security companies must have a permit (authorisation) from the County Administrative Board. Similarly, all the security company's staff, including staff who are not security guards, must be approved by the county administrative board before they may start work at the company.
Notary Public (Notarius publicus)
Notaries public are appointed by the County Administrative Board, and are persons who are tasked with assisting the public in verifying and certifying the truth with regard to various tasks. To become a notary public, you must have completed your law degree. The County Administrative Board specifies the geographical area (usually a municipality) in which the person in question is to carry out her/his duties.
Service providers
All service providers must be authorised in order to operate. In addition, the staff of an authorised service provider must be approved by the County Administrative Board, regardless of whether they are to work on the service or not. The application also needs to contain a statement regarding how the company intends to run the business, and how they, as a business, will ensure that the staff have the necessary education.
Pawnbroker's shops
An undertaking which loans money in return for a person providing something as collateral is regarded as a pawnbroker's. A pawnbroker's can only be operated by a Swedish limited company or an equivalent foreign undertaking in the EEA area. If you wish to operate a pawnbroker's, you need a permit from the County Administrative Board. We will approve your application to open a pawnbroker's if we assess that your company can be run as a sound pawnbroker's. We assess whether you meet the requirements of the Law on pawnbroking and the Law on money laundering.
Vehicle scrappage
If you wish to set up an undertaking which engages in vehicle scrappage, you must apply for a permit (authorisation) from the County Administrative Board. While assessing your application we will, among other things, check if your facility meets the environmental requirmenets of the municipality, if you have a building permit for the facility, and if you have a permit for the undertaking.
Salvage in water
You need to apply to the County Administrative Board for exlusive rights to the salvage if you want to salvage sunken objects that have been abandoned by the owner. This means that nobody else is allowed to pick up items from the sunken objects. The exlusive rights of the salvage are valid during a limited period of time at a designated place.
Combat sports
You need a permit in order to arrange combat sports matches in Sweden. You are required to have a permit for competitions, training matches and exhibition matches. The Combat Sports Delegation with the County Administrative Board in Örebro examines your application. It is also the County Administrative Board of Örebro that checks that the permits are followed.
