Do you intend to transfer hazardous chemical products on a commercial basis? Or do you wish to handle hazardous chemical products privately? To do so, you will need to apply for permission from the County Administrative Board.

The commercial transfer of, for example, particularly hazardous chemical products requires a permit from the County Administrative Board. A permit is valid for a maximum period of 5 years. Any business selling or otherwise commercially transferring particularly hazardous chemical products must apply for a permit for commercial transfer.

Permit for private handling

Private handling of particularly hazardous chemical products requires a permit from the County Administrative Board. A permit is valid for a maximum period of 5 years. You can obtain a private permit for the handling of particularly hazardous chemical products if you have reached the age of 18 and need the products for artistic, technical, scientific or similar purposes.

What counts as particularly hazardous chemical products?

Chemical products are considered to be particularly hazardous if, for the purposes of classification and labelling according to the CLP Regulation, they belong to one of the following hazard classes and categories:

  • acute toxicity, hazard category 1, 2 or 3;
  • carcinogenicity, germ cell mutagenicity or reproductive toxicity, hazard category 1A or 1B;
  • specific target organ toxicity — single exposure, hazard category 1;
  • skin corrosion, hazard category 1A.

Exemption from permit requirement in the case of commercial transfer

You do not need a commercial transfer permit if you have the right to retail trade in:

  • medicinal products to consumers (pursuant to Chapter 2 of the Act on trade in medicinal products);
  • products covered by the Food Act, the Medicines Act or the Feed and Animal By-Products Act.

The following products may be transferred and handled without a chemical permit:

  • sodium and potassium hydroxide (as pure substances and mixtures);
  • fuel oils;
  • fuels for engine operation — though permission is required for the release of methanol for engine operation, but not for private handling;
  • explosives — however, authorisation may be required in accordance with the Act on flammable and explosive goods.

A permit is also not required for the commercial transfer of corrosive products of hazard category 1A. On the other hand, private handling of this type of product is subject to a permit.

What products can I handle privately without a permit?

The following products may be handled privately without a permit:

  • sodium and potassium hydroxide (as pure substances and mixtures);
  • fuel oils;
  • motor fuels;
  • explosives — however, authorisation may be required in accordance with the Act on flammable and explosive goods.

How much does the application for a commercial transfer permit cost?

It costs SEK 2 900 to apply for a permit for the commercial transfer of particularly hazardous chemical products. We will not be able to process your application until you have paid the fee. If you apply via the online portal, you will receive the account number in the confirmation form immediately after you have submitted your application.

How much does a permit for private handling cost?

It costs SEK 870 to apply for a permit for the private handling of particularly hazardous chemical products. We will not be able to process your application until you have paid the fee.
